The Emergency Limit Condition (CLE) of an urban settlement corresponds to a threshold beyond which, following a seismic event, the urban settlement still retains the operability of most strategic functions for emergency response, as well as their accessibility and connection to the surrounding area. The objectives of the CLE analysis are to define certain basic knowledge useful for improving emergency management in the immediate aftermath of an earthquake, within the broader goal of reducing seismic risk for urban settlements.
